It is the time of year when dormice are nesting and breeding, the ideal time for bat surveys and the time to start planning for activities that disturb badgers.  Summer flowering facilitates UKHab & Phase 1 surveys (and corresponding BNG & BREEAM assessments) and also to assess Japanese knotweed infestations and start implementing appropriate treatment.
